Justin is a foster child who recently was made to return to the system after the family who had planned on adopting him moved. He took the rejection pretty hard and subsequently pulled the I'll-hurt-you-before-you-hurt-me act with his girlfriend. He no longer feels that he is worth adopting and is basically just looking to get through high school so he can turn 18 and get out of the system
